1.8.12 Time off in Lieu |
- Managers and supervisors are responsible for:
- Ensuring that staff carry workloads which can, realistically, be managed within the normal working week.
- Establishing good time management practice, helping staff to make best use of working hours.
- Managing annual leave and other absences within their staff group, to ensure that adequate cover is provided, recognising that whilst staff are absent their work may have to go to others.
- Regularly reviewing the amount of TOIL staff are accruing, and taking appropriate action to keep TOIL within reasonable limits.
- Staff are responsible for:
- Planning and managing their own use of time, making the best use of the normal working day.
- Ensuring that their supervisor is kept aware of any need for working outside of the normal working day.
- Seeking advice when there are conflicts of priority in the use of available time.
- Managers recognise that:
- Workloads do create unpredictable demands upon staff.
- Staff may need to work outside the normal working day.
- Time Off In Lieu will build up from time to time.
- Staff may accrue TOIL to the equivalent of one working day, with their supervisor's agreement.
- Two working days TOIL can be taken, when they have been built up due to clearly exceptional circumstances e.g.:
- Supervising Court requested access outside normal working hours
- Frequent visits to a foster home to prevent breakdown
- Any TOIL in excess of this can only be taken after a clear strategy has been agreed, in supervision, to use up time accrued, and to control hours worked.
- TOIL should be recorded in units of 5 of a day, on the member of staffs leave card, and approved by the line manager.
- Staff taking annual leave have priority over staff wishing to take TOIL.
- Time should only be recorded when it exceeds 15 minutes.
- It is expected that in the event of planned evening meetings, time will be taken the following morning wherever possible.
- Every effort should be made to hold meetings and reviews between 09.00 and 17.00 hours. These should be held at the workplace if at all possible.
- TOIL should only be recorded for hours worked outside of the normal day. If time has been worked during the lunch period this should be recouped during the following days, if possible.
